A financially strong insurer can still offer a poor-value product, while a competitively priced product can be issued by a financially weaker insurer. Therefore, Insurer Strength Ratings and Insurance Product Ratings remain separate.

The insurer framework draws on globally accepted International Association of Insurance Supervisors (IAIS) Insurance Core Principles, which address policyholder protection, solvency, governance, risk and financial-system stability. The IAIS contains both qualitative and quantitative requirements, while its Insurance Capital Standard provides a globally comparable risk-based capital measure for internationally active insurance groups. IFRS 17, the international accounting standard for insurance contracts also supports more consistent analysis of insurance liabilities, service results, future cash flows and profitability.
