Our ratings and awards reflect the ability of the banks to deliver value for money to their respective customers encompassing these primary criteria;

BANK RATINGS CATEGORIES

Gold Rating

Banks offering exceptional value across key criteria, demonstrating excellence in financial performance, risk management, and customer service within the Cambodian market.

Silver Rating

Banks providing good overall value, showing strong performance in most areas but with some room for improvement.

Bronze Rating

Banks offering fair value, meeting basic regulatory requirements and providing adequate services.

RATINGS METHODOLOGY

SUPERBANKRATINGS (SBR) methodology underpins banks’ governance, reporting obligations, and reflects each bank’s “Value for Customer” in the Cambodian banking context. The rating structure is designed to evaluate banks based on their performance, stability, and service quality within Cambodia’s unique economic and regulatory environment.

SUPERBANKRATINGS (SBR) Methodology:

  • Aligns with National Bank of Cambodia’s (NBC) regulations and international standards like the Basel framework.
  • Takes into account Cambodia’s dollarised economy in assessing bank performance and risk.
  • Includes consideration of each respective bank’s role in supporting key sectors of the Cambodian economy;
    – Agriculture,
    – Tourism, and
    – Manufacturing.
  • Will include evaluation of each respective bank’s ability to serve both urban and rural populations in Cambodia.

SUPERBANKRATINGS (SBR) believes that each respective bank by offering better “Value for Customer” will always provide superior and better banking experiences. Strong financial performance, effective risk management, diverse product offerings tailored to local needs, adoption of appropriate technology, quality communication, and commitment to Cambodia’s social and economic development should enable customers to maximise their banking experiences within the Cambodian financial system.

This adapted superbankratings structure takes into account the unique aspects of Cambodia’s banking sector, including its developing nature, regulatory environment, and specific economic challenges and opportunities.

Quantitative and Qualitative Assessments

SUPERBANKRATINGS (SBR) classification provides a primary, comprehensive framework for assessing Cambodian banks, combining measurable financial metrics with quantitative and qualitative factors that influence a bank’s overall performance and stability.

Assessment Criteria

SUPERBANKRATINGS’ (SBR) assessment covers publicly available information and information sourced directly from all banks. Our “Value for Customer” based assessment covers the following key criteria;

  • Customer Service: Quality of retail and business banking services, digital banking capabilities.
  • Financial Strength: Capital adequacy, asset quality, and profitability metrics.
  • Governance: Board structure, transparency, and internal control systems.
  • Innovation: Adoption of new technologies and development of products suited to the Cambodian market.
  • Market Position: Market share in deposits and loans, geographical coverage within Cambodia.
  • Risk Management: Credit risk practices, operational controls, and compliance with National Bank of Cambodia (NBC) regulations.
  • Social Responsibility: Contribution to financial inclusion and support for Cambodia’s economic development.
  • Sustainability Initiatives: Contribution to environmental and social responsibility efforts.

All banks are provided with a SUPERBANKRATINGS’ Request for Information document. Where a bank does not respond, or the data provided cannot be substantiated, the responses will (where appropriate) be assumed to be at the lower half of our universe. SUPERBANKRATINGS (SBR) SUPER BANK OF THE YEAR – Finalists and Winner

Background

SuperBankRatings (SBR) Super Bank of the Year finalists and winner are assessed as the most well diversified Bank across all key criteria.
The SuperBankRatings (SBR) Super Bank of the Year is awarded to the best bank with the highest aggregate Value for the Customer

Criteria and Methodology

  • Only Gold rated banks are considered for Super Bank of the Year
  • The highest ranked bank may be announced as SuperBankRatings (SBR) Super Bank of the Year

SUPERBANKRATINGS (SBR) PEOPLE’S CHOICE

Background

The SuperBankRatings (SBR) People’s Choice award is awarded to the most popular Bank as voted by Cambodian Public.
The People’s Choice award is introduced to engage the members of the public to raise greater awareness of the importance of banking, financial management, including knowledge about earning, saving, spending, investing, avoiding scams and planning for retirement. The award measures a number of customer satisfaction criteria and is given to the Bank Provider that measures highest across those criteria while considering the number of respondents to the survey.

Criteria and Methodology

Eligible Banks with the greatest number of votes is deemed the winner factoring in a number of member satisfaction criteria (such as, but not limited to):

  • Bank nominated
  • Technical reason(s) for nomination
  • General reason(s) for nomination

 

SUPERBANKRATINGS (SBR) RISING STAR

Background

Rising Star is highly regarded as the Bank is assessed as the most improved Bank from the previous years and/or assessment cycle, as measured overall, across all key criteria assessed by SuperBankRatings (SBR).

Criteria and Methodology

  • The Rising Star can be Gold, Silver or Bronze rated bank as determined by SuperBankRatings (SBR) rating methodology
  • The Rising Star must demonstrate an improvement in overall absolute ranking or rating from previous years and/or the prior year’s assessment
  • The bank demonstrating the most substantial change in the overall rank shall be determined as the “Rising Star”
  • If there are multiple banks that have improved in the same absolute term, the highest ranked bank may be assessed as the “Rising Star”
  • If banks still rank equally, SuperBankRatings (SBR) reserves the right to consider the overall improvement of a Bank over two assessment cycles

SUPERBANKRATINGS (SBR) BEST NEW INNOVATION

Background

The Best New Innovation category caters for banks that demonstrates a willingness to embrace the long-term interests of their customers through either the introduction of innovative product and/or functionality within existing bank products.

The development of innovative product and/or functionality should be focused on putting the interest of Bank customers first; generating better, more consistent value and/or improving services for all customers.

SuperBankRatings (SBR) Best New Innovation contributes to the on-going development and competitiveness of the overall financial industry; for this they are recognised.

Criteria and Methodology

  • The Best New Innovation can be Gold, Silver or Bronze rated banks as determined by SuperBankRatings (SBR) rating methodology
  • The innovative product or functionality must be available at the time of the award nomination
  • The innovative product and/or functionality shall be assessed as contributing to an overall improvement to the long-term welfare of bank customers
  • If there are multiple banks or products that are assessed as having a similar likelihood improving the long-term welfare and value for customers, the winner shall be at the discretion of SuperBankRatings (SBR)

SUPERBANKRATINGS (SBR) FAST MOVER

Background

SuperBankRatings (SBR) Fast Mover is awarded to the bank that achieves the highest growth in net new assets over a calendar year. Cambodia’s financial industry continues to grow, and its sophistication and accessibility continue to evolve, reaching individuals who previously had no access to financial services. The Fast Mover award reflects success of banks in building their business.

SuperBankRatings (SBR) Fast Mover is an important barometer in assessing the competitive landscape of the banking market place.

Criteria and Methodology

  • Banks must have a minimum market share of 0.5% in assets
  • Banks must have a minimum 3-year track record
  • The end date for the assessment is 31 December for the relevant year.
  • If there are multiple banks that have improved under the same terms, the highest ranked bank would be assessed as the Fast Mover

 

SUPERBANKRATINGS (SBR) GOOD GOVERNANCE

Background

Based on SuperBankRatings (SBR) proprietary research and evaluation process, the Good Governance Award winner must demonstrate a leading standard in integrity, as demonstrated by, sound business management practices and the willingness of banks to share information on their business practices.

By improving one’s own Governance structures, the awardee, not only contributes to the on-going improvement of a bank’s own product, but also the overall development of the industry; for this they are recognised.

Criteria and Methodology

  • The Good Governance winner can be Gold, Silver or Bronze rated banks as determined by SuperBankRatings (SBR) rating methodology
  • The Good Governance award winner should at a minimum maintain its overall Rating from the prior year’s assessment
  • The bank demonstrating either the maintenance of a high standard or the most substantial change within the Governance and Transparency criteria, assessed by SuperBankRatings (SBR), shall be determined as the Good Governance Award winner
  • If there are multiple banks that have improved under the same terms, the highest ranked bank would be assessed as the Good Governance award winner

SUPERBANKRATINGS (SBR) BEST USE OF TECHNOLOGY

Background

Based on SuperBankRatings (SBR) proprietary research and evaluation process, the Best Use of Technology Award winner(s) must demonstrate a leading standard or initiative in the use of technology to improve a customer’s banking experience.

By using technology better, the awardee not only contributes to the on-going improvement of a bank’s own product, but also the overall development and of the industry; for this they are recognised.

Criteria and Methodology

  • The Best Use of Technology award winner can be Gold, Silver or Bronze rated banks as determined by SuperBankRatings (SBR) rating’s methodology
  • The Best Use of Technology winner should at a minimum maintain its overall Rating from the prior year’s assessment
  • The bank demonstrating either the maintenance of a high standard or the most substantial change within the Use of Technology criteria assessed by SuperBankRatings, shall be determined as the Best Use of Technology award winner
  • If there are multiple banks that have improved under the same terms, the highest ranked bank would be assessed as the Best Use of Technology award winner

SUPERBANKRATINGS (SBR) BEST CUSTOMER EXPERIENCE

Background

Based on SuperBankRatings (SBR) proprietary research and evaluation process, the Best Member Experience Award winner(s) must demonstrate a leading standard or initiative in servicing customers; thereby improving a customer’s banking experience.

By improving one’s own Member Servicing, the awardee, not only contributes to the on-going improvement of a Bank’s own product, but also the overall development and of the overall industry; for this they are recognised.

Criteria and Methodology

  • The Best Member Experience award winner can be Gold, Silver or Bronze rated banks as determined by SuperBankRatings (SBR) rating’s methodology
  • The Best Customer Experience award winner should at a minimum maintain its overall Rating from the prior year’s assessment
  • The bank demonstrating either the maintenance of a high standard or the most substantial change within the Customer Experience criteria assessed by SuperBankRatings (SBR), shall be determined as the Best Customer Servicing Award winner
  • If there are multiple banks that have improved under the same terms, the highest ranked bank would be assessed as the Best Customer Experience award winner

SUPERBANKRATINGS (SBR) SUSTAINABILITY INITIATIVES

Background

The National Bank of Cambodia (NBC) has taken significant steps and commitment towards sustainable investing through various initiatives aimed at promoting green finance and addressing climate change. This commitment is evident in several key actions and partnerships that the NBC has undertaken.

SuperBankRatings (SBR) acknowledges Cambodian banks who go further by undertaking practical initiatives that promote environmentally and socially responsible outcomes that visibly benefit the people of Cambodia.

Cambodia’s financial institution services cover almost 50% of the population. To fully include the underserved population, banks must expand their rural networks, provide affordable financial products, and leverage technology to reduce barriers.

Cambodia’s banking industry is in a unique place; where decisions made within the industry have the possibility of affecting the lives of all Cambodia’s population.
